I had the same issue when I first got my BMW 7 Series. I found the best way to activate Gesture Control is to use natural hand movements in front of the center console screen. Try swiping your hand left, right, up, and down until you see the Gesture Control icon appear on the screen. Then, simply tap the icon to activate it.
